[³ìÃë: ½ºÄ®¶óÆ© »ç¹«ÃÑÀå] ¡°Of course, Special Rapporteurs always have to maintain a semblance of neutrality. But on the other hand, the reason why the UN resorts to special measures, special procedures, including special rapporteurs, is that a widespread pattern of egregious human rights violations has been identified. So, if you have a Special Rapporteur in place, the assumption is that the egregious human rights violations are being committed so theres no need to keep the gloves on. In boxing terms, the Special Rapporteur must take off the gloves and go after these human rights violations.¡±
