유엔 인권최고대표사무소(OHCHR)가 차기 북한인권특별보고관 후보 명단을 공개한 가운데 미국의 인권 전문가들은 새 보고관이 북한 정권에 단호하게 대응해야 한다고 강조했습니다. 새 보고관이 탈북민들의 목소리에 더 귀 기울일 필요가 있다는 권고도 나왔습니다. 김영교 기자가 보도합니다.

워싱턴의 민간단체인 북한인권위원회(HRNK)의 그레그 스칼라튜 사무총장은 26일 VOA와의 전화 통화에서 올 여름 새로 임명될 북한인권특별보고관이 북한에 인권 유린에 대한 책임을 묻는데 단호해야 한다고 말했습니다.

[녹취: 스칼라튜 사무총장] “The Rapporteur is presented with a great temptation, appeasing the DPRK regime, in order to secure access. Well, the DPRK does not recognize the mandate of the Special Rapporteur and the DPRK will not recognize the status of the Special Rapporteur, so the Special Rapporteur will have to be firm on seeking accountability.”

새 특별보고관이 북한에 접근하기 위해 북한 정권에 유화적인 태도를 취할 유혹에 직면할 수 있다는 겁니다.

스칼라튜 사무총장은 유엔이 특별보고관 임명 등 특별 조치에 나설 때에는 극심한 인권 침해기 확인됐기 때문이라는 점을 언급했습니다.

그런 측면에서 특별보고관은 북한의 인권 침해 상황을 거론하는 것을 주저하지 말고 더 적극적으로 인권 침해 가해자들을 추적해야 한다고 스칼라튜 사무총장은 말했습니다.

[녹취: 스칼라튜 사무총장] “Of course, Special Rapporteurs always have to maintain a semblance of neutrality. But on the other hand, the reason why the UN resorts to special measures, special procedures, including special rapporteurs, is that a widespread pattern of egregious human rights violations has been identified. So, if you have a Special Rapporteur in place, the assumption is that the egregious human rights violations are being committed so theres no need to keep the gloves on. In boxing terms, the Special Rapporteur must take off the gloves and go after these human rights violations.”

최근 유엔 인권최고대표사무소(OHCHR)는 북한인권특별보고관 후보자 8명의 명단을 공개했습니다.

유엔 인권이사회는 오는 6월 열리는 제50차 정기 이사회에서 차기 특별보고관을 발표할 예정입니다.

지난 2016년 8월 임기를 시작한 토마스 퀸타나 현 특별보고관은 오는 8월 6년 간의 임기를 마치고 물러날 예정입니다.

로버타 코헨 전 국무부 인권 담당 부차관보도 북한인권특별보고관이 북한의 인권 상황에 대해 단호한 입장을 취해야 한다고 강조했습니다.

[녹취: 코헨 전 부차관보] “One would have to give some strategic thinking to if you want to go if you want to visit, what are the ways to get this done? But it should never interfere with your ability to do your work or speak out if you have to. That would mean a loss of integrity.”

특별보고관이 북한 방문을 위해 전략적 사고를 할 수도 있지만 그런 생각이 특별보고관으로서 일하거나 목소리를 내는 데 방해가 돼서는 안된다는 겁니다.

코헨 전 부차관보는 특별보고관이 새로 임명될 때마다 북한을 방문할 수 있을 것이라는 기대를 할 수 있을 것이라며, 하지만

 북한 정권이 특별보고관을 바라보는 시각에 큰 변화가 일어나지 않는 한 북한과 의미 있는 접점을 만드는 것은 가능하지 않을 것이라고 말했습니다.

로버트 킹 전 국무부 북한인권특사는 26일 VOA와의 전화 통화에서 인권 문제와 관련한 대북 압박의 중요성을 강조했습니다.

킹 전 특사는 인권과 관련해 북한을 상대하기가 매우 어렵다며, 북한을 압박할 수 있는 방법을 특별보고관 개인 뿐 아니라 유엔 회원국들이 함께 강구해야 한다고 촉구했습니다.

[녹취: 킹 전 특사] “The North Koreans are very difficult to deal with on all of these issues. We need to come up with ways that we can press the North Koreans. And this requires not just somebody saying weve got to do something. It also requires a lot of willingness on the part of the member countries of the United Nations to continue to pressure North Korea on these human rights issues.”

킹 전 특사는 북한인권특별보고관은 유엔 체계 안에서 가장 어려운 직책 중 하나라면서, 북한은 특별보고관에게 적대적이며 보고관의 방북을 허용하지 않고 있다고 지적했습니다.

[녹취: 킹 전 특사] “The repertoire position for the North Korean human rights issues is one of the most difficult in the United Nations system. The North Koreans are totally hostile. They have not allowed a Special Rapporteur on North Korea human rights issues to visit North Korea.”

새 특별보고관이 탈북민들의 목소리에 더 귀를 기울여야 한다는 의견도 나왔습니다.

코헨 전 부차관보는 최근 들어 신종 코로나바이러스 감염증의 영향으로 인한 북한의 국경 봉쇄 탓에 탈북민 숫자가 줄어들기는 했지만 이미 북한을 탈출해서 지내고 있는 사람들이 많은 만큼 이들의 이야기를 듣는 것이 중요하다고 말했습니다.

탈북민들의 경험, 탈북 후 외부 세계를 경험하면서 바뀐 생각 등을 직접 들어봐야 한다는 겁니다.

[녹취: 코헨 전 차관보] “… then to be a very good listener. Its very good to hear from those with original evidence and experience and just know what occurred to them, what their views are now that theyve seen the world outside and that is very important to be a very good listener and open to hearing what happened to all these people.”

스칼라튜 사무총장은 앞으로 새 특별보고관이 탈북민이 가장 많이 정착하고 있는 한국을 더 자주 방문할 수 있을 것으로 기대했습니다. 또 북한 인권 문제를 중시하는 새 정부가 한국에 들어서는 것도 특별보고관의 활동에 도움이 될 것으로 예상했습니다.

스칼라튜 사무총장은 특별보고관이 북한인권단체, 특히 탈북민들이 운영하는 단체의 지지자가 되어야 한다고 말했습니다.

[녹취: 스칼라튜 사무총장] “The new presidential administration will very likely be more friendly toward human rights. I wouldnt be surprised to see the Special Rapporteur traveling to South Korea more often than it happened over the past five years. The Special Rapporteur will have to be a friend, supporter and cheerleader of NGOs, human rights NGOs, especially those run by North Korean escapees.”

새 특별보고관이 유엔 북한인권조사위원회(COI) 최종보고서를 토대로 활동해야 한다는 목소리도 나왔습니다.

[녹취: 코헨 전 차관보] “Its important to build on it and not reinvent the wheel. I think its very important that a person builds on what has occurred in the past and what has been found to be sound and to go forward with that. By the COI report, theres a wide range of recommendations going from engagement to accountability and covering a very wide spectrum. The person should be open-minded to look at all the kinds of recommendations.”

코헨 전 부차관보는 COI 최종보고서에 관여에서부터 책임추궁에 이르까지 다양한 권고안들이 있다며, 새 특별보고관은 열린 마음으로 모든 권고안들을 검토해야 한다고 말했습니다.

로버트 킹 전 특사도 새 특별보고관이 COI 최종보고서의 권고 내용을 실제로 행동에 옮기는데 초점을 맞춰야 한다고 말했습니다.
