중국정부는 유엔인권선언, 난민의 지위에 관한 협약, 고문 및 그밖의 잔혹한 비인도적인 또는 굴욕적인 대우나 처벌에 관한 방지 협약을 준수하여 탈북자 강제북송을 중단하고 탈북자에게 난민의 지위를 보장하라!

저희는 오늘 중국대사관에 중국정부가 북한탈북자들을 강제북송하는 것이 중국정부도 서명한 유엔인권선언, 난민의 지위에 관한 협약, 고문 및 그밖의 잔혹한 비인도적인 또는 굴욕적인 대우나 처벌에 관한 방지협약에 위반되므로 탈북자 강제북송을 중단할 것과 탈북자에게 난민의 지위를 보장할 것을 촉구하기 위하여 여기에 왔습니다.

 

북한동포들은 우리들과 마찬가지로 하나님의 형상으로 창조되었습니다. 그들의 존엄한 인권은 보호받아야 합니다.

 

보도에 의하면 북한동포 3백만 내지 4백만이 굶주림, 강간, 고문, 처형으로 희생되었습니다. 통일부 자료에 의하면 1993년부터 2011년까지 한국에 탈북한 수가 22,550여명이고 유엔고등판무관 자료에 의하면 1993년부터 2011년까지 다른 제3국에 탈북한 수가 4,,955명이나 되었습니다. 그들은 생존을 위해 부득이 탈북하게 된 것입니다.

 

유엔과 국제형사재판소는 북한독재집단에 대하여 집단살해죄의 방지와 처벌에 관한 협약을 위반한 범죄로 기소, 처벌하여 북한에서 자행되는 집단학살을 저지할 것을 호소합니다.

 

유엔인권선언이 밝힌 것처럼 인권은 인류의 보편적인 가치이므로 국제사회는 집단학살방지협약에 따라 북한의 야만적인 집단학살을 용납해서는 안되기 때문입니다.

중국정부가 탈북자를 체포, 구속, 북송하는 과정에서 자행되는 고문과 비인도적, 굴욕적 조사는 고문 및 그밖의 잔혹한 비인도적인 또는 굴욕적인 대우나 처벌에 관한 방지협약에 위반하므로 중단해야 하고 유엔과 국제형사재판소는 그와 같은 범죄를 기소하여 처벌할 것을 요구합니다. 하나님은 북한동포가 노예가 아니라 자유인으로 살기를 바라기 때문입니다.  

 

유엔이 인권선언을 통해 회원국들에게 인권을 존중하도록 의무화함에도 불구하고 중국과 러시아가 유엔에서 북한인권규탄결의에 반대표를 던지고 중국이 탈북자들을 강제북송하여 중국과 러시아가 북한독재정권이 북한주민의 인권을 탄압을 하도록 고무 격려한 것은 대단히 부끄러운 일입니다.    

 

저희는 유엔, 미국, 유럽연합, 영국, 독일, 프랑스, 일본, 인도, 스웨덴, 스페인, 카나다, 오스트랄리아, 이탈리아, 네덜란드, 터키, 브라질, 모든 국가들, 모든 지도자들, 모든 시민단체들과 그들의 회원들에 대하여 전 세계 모든 중국대사관에서 탈북자에게 난민의 지위를 보장하기를 거부하고 탈북자를 강제북송하여 고문과 처형의 위협에 처하도록 중국정부에 강력히 항의할 것을 인류의 양심으로 강력히 호소합니다. 

저희는 만장일치로 북한인권법을 통과시킨 미국과 일본,

탈북자 인권 청문회를 개최한 미국의회,

3월 15일 강제북송 반대동의안을 제출한 영국의회,

강제북송에 반대하는 중국의 지식인들,

또한 중국의 북한 탈북자 강제북송을 항의한 이명박 대통령,

박선영 의원, 이회창 의원, 여러 명의 새누리 의원들과

차인표씨와 그의 40여 연예인 친구들,

그리고 현재 세계 100여개국 17만여명이 서명한

‘탈북난민 구하기’ 세계적인 청원을 벌리는 Save My Friend,

북한인권에 헌신하는 세계 18개국 전 현직 의원들 그룹인  PFD,

또한 탈북자 강제북송을 저지하는

국내 500여개 단체로 조직인 북한 탈북자 강제북송에 항의하는 탈북난민구출네트워크, 105명으로 구성된 ‘탈북자난민구출네트워크와 함께하는 사람들',

미국의 북한자유연합,

국내 모든 북한인권단체들과 탈북자단체들과

북한인권에 헌신하는 모든 보수단체들과

북한인권에 국내와 전세계에 알리는 언론인들 모두에게

저희는 이명박 대통령과 여야 정당과 국회와 시민단체들, 교사와 학생, 언론에게 북한인권법을 국회에서 통과시키도록 최선을 다해 주실 것을 강력히 촉구합니다.

 

저희는 중국이 북한과의 탈북자 강제북송 비밀협정을 폐기할 것과 한국의 영토인 이어도에 대한 영토적 야심을 버릴 것을 강력히 촉구합니다.

 

북한독재체제가 한국 정치권에 총선과 대선을 겨냥하여 국가보안법과 한미 FTA와 제주해군기지의 폐지, 반미반정부 타도 선동을 하지 말 것을 경고하고 민주통합당과 진보통합당에 대하여도 북한독재체제의 선동에 따라 국가보안법과 한미 FTA와 제주해군기지의 폐지, 반미반정부 타도 선동을 하지 말 것을 경고하고, 북한이 유엔인권선언에 따라 북한인권을 보호할 것을 촉구합니다.

We are here to China Embassy to urge China government not only to stop repatriating North Korea defectors to North Korea and but to provide them as the status of refugees by observing Universal Declaration of Human Rights, Convention relating to the Status of Refugees, Convention on the Prevention and Punishment of the Crime of Genocide. Defectors and North Koreans just like us are created in the image of God. That's why their dignified human rights must be protected.

 

According to the report, 3 to 4 million North Koreans have been sacrificed resulting from starvation, rape, torture and execution.

As a result, Unification Ministry materials report the number of defectors at present amounts to over 22,550 from 1993 to 2011 while UN high commissioner materials report the number of defectors escaped to other countries amounts to 4,955 during the same period.

 

We appeal UN and International Criminal Court to indict, and punish North Korea dictator violating Genocide Convention. China's forcible repatriation violates Convention against torture Torture and other Cruel, Inhuman, or Degrading Treatment or Punishment ought to be judged by International Criminal Court. Because God wants them to live not as slaves but free men.

 

It is a shame that China encourages North Korea to enjoy dictatorship by voting against UN resolution to denounced North Korea dictator regime to oppress human rights and by repatriating defectors.

 

We appeal the United Nations, the United States, European Union, Britain, Germany, France, Italy, Japan, India, Canada, Australia, Sweden, Spain, Turkey, Brazil and all the countries and all the leaders and all the civil NGO groups and their members to take strong protest China Embassies everywhere in the world urging China government not only to stop repatriating North Korean defectors to North Korea but to provide defectors as the status of refugees. 

   

We would like to express our highest respect and thank

not only to the United States and Japan passed human rights bills of North Koreans unanimously, not only to Britain Parliament trying to make resolution aimed at stopping China's repatriation of North Koreans, not only China intelligent leaders protest repatriating defectors to North Korea,

not only to President Lee Myung Bak,

National Assembly lawmaker Park Sun Young, Lee Hoe Chang, several ruling party Saenuri lawmakers, and Cha In Pyo and his friend public entertainers who protest China Embassy for the human rights of defectors,

not only to Save My Friend signing petition over 100 counties and over 170 thousand petitioners at present aiming at  stopping defectors to North Korea with slogan 'Save North Korean Refugees',

not only to PFD 18 countries incumbent and ex lawmakers paying attention to the human rights of defectors, but also to Network to Save North Korean Refugees consisting of over 500 civil NGO groups and Persons with the Network consisting of 105 leaders,  and all the human rights or conservative civil groups fighting for the human rights of North Koreans suffering from dictatorship near China Embassy.

 

Human rights bill for North koreans has to be passed as soon as possible.

We warn North Korea dictator regime

not to agitate South Korean political circle and South Koreans to intervene in the general election and the presidential election and to abolish National Security Law, Korea - US FTA, and Navy Base in Cheju Island.  

but to protect human rights of North Koreans.  

 

We warn China government not to insist China's ownership on our evident territory Island but to observe international law.
