존경하는 이태진 국사편찬위원장님,

저는 國史는 물론 歷史를 전공한 사람이 아닙니다. 그러나, 저는 자유당 말기로부터 공화당 정부 때에 걸친 정치적 激變의 시기에 한 신문사의 정치부기자로 이 나라의 정치현장을 취재, 보도하면서, 그리고 1970년대 초부터는 남북대화에 참가하는 것을 시작으로 여러 해 동안 남북관계의 흐름을 追跡하고 또 대처하는 데 참여하는 과정에서 우리나라 現代史에 대하여 비상한 관심을 갖게 되었고 그 延長線 상에서 초▪중▪고등학교의 國史 교과서, 그 가운데서도 특히 現代史에 대한 記述 부분에 대하여 걱정하는 많은 분들의 隊列에 동참하게 되었습니다.

저는 오늘, 외람됨을 무릅쓰고, 최근 다시금 사회적 物議의 대상이 되고 있는 중▪고등학교 國史 교과서 집필지침에 관하여 선생님께 감히 저의 所見을 말씀드리기 위하여 이 글을 올립니다. 번거로우시겠지만, 저의 글을 一讀하시고 이 글에 담는 저의 所見이 理致에 합당하다고 생각하신다면 앞으로 고등학교 國史 교과서 집필지침을 작성하는데 이를 참고해 주시기 바랍니다.

최근 내년에 새로이 발간하게 될 중학교 國史 교과서 가운데 現代史 부분 記述의 基準이 될 집필지침 문제가 논란 끝에 마무리되었습니다. 특히, 그 가운데 세 가지 爭點에 관해서는 선생님과 이배용 선생님의 決斷으로 원만한 마무리가 이루어졌습니다. “유엔이 대한민국을 한반도의 유일한 합법정부로 승인했다”라는 대목에서 “한반도의 유일한”이라는 표현이 살아남았고, “4.19 혁명 이후 현재에 이르기 까지 자유민주적 기본질서의 발전과정을...”이라는 대목에서는 原案의 “자유민주주의”가 “자유민주적 기본질서”로 수정되었으며 “자유민주주의가 장기집권 등에 따른 독재화로 시련을 겪기도 했으나....”라는 대목에서는 “장기집권 등에 따른 독재화”라는 표현이 새로이 삽입된 것으로 알고 있습니다.

그러나, 유감스럽게도 문제의 세 가지 爭點에 대한 이 같은 타결로 이들 爭點에 관한 논란이 완전히 鎭靜되는 것 같지 않습니다. 우선, 이 같이 마무리된 내용에 대하여 左派 성향의 國史學者들은 여전히 承服을 거부하고 있습니다. 이익주 서울시립대 교수가 ‘역사 교과서 집필기준 개발위원회’ 위원장 직과 ‘역사 교육과정 개발추진위원회’ 위원 자리를 사퇴한 것이 그 대표적 사례입니다. 이 교수는 특히 “유엔이 대한민국을 한반도의 유일 합법정부로 승인했다”는 대목에서 “한반도의 유일한”이라는 구절을 삭제하라는 자신의 주장을 교과부가 수용하지 않았다는 것을 그의 사퇴 이유로 내세웠다고 합니다.

저는 이 같은 이익주 교수의 주장은 역사적 사실에 대한 無知의 所致임을 아래에서 疏明하려고 합니다. 그러나, 그에 앞서서 지적되어야 할 사실이 있습니다. 그것은 이번 중학교 國史 교과서 집필지침 작성을 둘러싼 論爭은 곧 그 제2라운드가 點火되어 더욱 격렬하게 전개될 것으로 예상된다는 사실입니다. 國史學界를 실질적으로 장악하고 있는 左派 성향의 學者들은 이번에 타결된 중학교 교과서 집필기준에 承服할 생각이 없으며 年內에 있게 될 고등학교 國史 교과서 집필기준 심의 과정에서 또 다시 그들의 주장을 보다 강력하게 들고 나올 것으로 예상되고 있어서 중학교 교과서 집필기준 심의 때보다 훨씬 더 격렬한 論爭이 예고되고 있는 것입니다.

앞으로 고등학교 國史 교과서 집필기준 심의 때 예상되는 左派 세력의 是非는 비단 이번 중학교 교과서 집필기준 심의 때 문제가 되었던 세 가지 爭點에 局限되지 않고 그 폭이 더욱 넓어질 것으로 예상되고 있습니다. 고등학교 國史 교과서의, 특히 現代史에 관한, 記述 내용은 중학교 교과서보다 훨씬 더 구체적이고 광범위하며 상세할 것이기 때문에 고등학교 國史 교과서의 내용을 어떻게 記述할 것인가를 둘러 싼 左▪右 두 진영 간의 葛藤과 論難에 대해서는 국가적 관점에서 올바른 對應이 필요하지 않을 수 없습니다.

이와 관련하여, 우선 “한반도의 유일 합법정부” 표현에 관한 이익주 교수 및 그에 동조하는 左派 학자들의 주장은, 앞에서 언급한 것처럼, 역사적 사실에 대한 無知의 所致입니다. 이익주 교수와 그의 동조자들이 國史 교과서 집필지침 중 “유엔이 대한민국을 한반도의 유일한 합법정부로 승인했다”는 구절에서 “한반도의 유일한”이라는 표현을 삭제해야 한다고 주장하는 論據는 “대한민국은 남한 지역의 합법정부이지 한반도 전체의 유일합법정부가 아니기 때문에 ‘한반도의 유일한’이라는 표현을 사용해서는 안 된다”는 것입니다.

그러나, 이들의 이 같은 주장은 문제의 유엔총회 결의 제195-III호의 해당 구절을 誤譯한 데서 초래된 錯誤입니다. 英語에 대한 無識의 産物인 것입니다. 우리나라의 現代史를 올바르게 이해하기 위해서는 1948년12월12일 유엔총회가 채택한 총회 결의 제195(III)호의 의미를 정확하게 이해하는 것이 무엇보다도 중요합니다. 우선 중요한 사실은 이 결의가 한반도 全域에 대한 ‘대표성’ 문제와는 무관한 것이라는 사실입니다. 이 같은 사실을 이해하기 위해서는 문제의 총회 결의 제195(III)호의 내용을 정확하게 파악하는 것이 긴요합니다.

“한국의 독립 문제”(“The problem of the independence of Korea")를 제목으로 하는 문제의 총회 결의는 제1항에서 우선 “1947년11월14일자 유엔총회 결의 제112(II)호를 想起”(“Having regard to its resolution 112(II) of 14 November 1947 concerning the problem of the independence of Korea”)시키면서 “유엔임시한국위원단의 보고에서 언급한 어려움 때문에 1947년11월14일자 결의에서 제시된 목적들이 완수되지 못했고 특히 한반도의 통일이 성취되지 못했다는 사실에 留意한다”(“Mindful of the fact that, due to difficulties referred to in the report of the Temporary Commission, the objectives set forth in the resolution of 14 November 1947 have not been fully accomplished, and in particular that unification of Korea has not yet been achieved”)는 대목으로 序頭를 열고 있습니다. 다시 말해서, 이 결의는 한반도가 아직 분단되어 있다는 사실, 즉 한반도에는 2개의 정치실체, 즉 ‘정부’가 존재하고 있다는 사실을 前提하고 있는 것입니다. 이 결의는 이 같은 내용의 序頭를 통하여 이 결의가 전체 한반도에 대한 ‘代表性’ 문제를 다루고 있는 것이 아니라는 사실을 명백하게 하고 있는 것입니다.

이 같은 前提 위에서 이 결의는 제2항에서 “유엔총회는 한반도의 유엔임시한국위원단이 감시하고 협의할 수 있었고 전체 한국민의 절대다수가 거주하는 지역에 하나의 합법정부(대한민국)가 수립되었다”고 선언하고 있습니다. 영어 원문은 “(The General Assembly) declares that there has been established a lawful government (the Republic of Korea) having effective control and jurisdiction over that part of Korea where the Temporary Commission was able to observe and consult and in which the great majority of the people of all Korea reside”로 되어 있습니다. 이 결의는 같은 제2항에서 이어서 “이 정부는 임시위원단의 감시 하에 한반도 해당 지역의 유권자들의 자유로운 의지가 정당하게 표현된 선거를 통해 수립되었다”(“this Government is based on elections which were a valid expression of the free will of the electorate of that part of Korea and which were observed by the Temporary Commission”)면서 “따라서 이 정부는 한반도에 존재하는 유일한 그러한 정부”(“and that this is the only such government in Korea”)라고 선언하고 있습니다.

이 구절의 어느 대목에도 “대한민국이 한반도 전체를 대표한다”라는 표현은 없습니다. 이 결의 제2항의 정확한 의미는 대한민국 정부에게 “한반도 全域에 대한 代表性”을 부여하는 것이 아니라 한반도에 이미 존재하는 복수(2개)의 ‘정부’ 가운데 “대한민국 정부만이 유일한 합법정부”라는 유엔의 선택적 입장을 천명하는 것이었습니다. 이 문제를 보다 정확하게 이해하기 위해서는 유엔총회가 이 결의를 채택한 時点을 감안하는 것이 중요합니다. 한반도에는 이 해 5월10일 1947년11월14일자 유엔총회 결의 제112(II)호에 의거하여 유엔임시한국위원단(UN Temporary Commission on Korea)의 감시 하에 실시된 자유 총선거를 거쳐서 8월15일 대한민국의 수립되었습니다. 그러나, 그 다음 달인 9월9일 북한 지역의 공산주의 세력은 ‘조선민주주의인민공화국’이라는 이름의 별개의 ‘정부’ 수립을 선포했습니다. 한반도에 2개의 ‘정부’가 출현한 것입니다. 따라서, 이 같은 상황 하에서 그 해 12월12일 채택한 결의 195(III)호를 통하여 유엔총회가 대한민국에게 전체 한반도에 대한 ‘代表性’을 부여한다는 것은 語不成說이 아닐 수 없었습니다.

그 때문에 유엔총회 결의 제195(III)호의 정확한 의미는 이미 한반도에 출현한 2개의 ‘정부’ 가운데 어느 쪽에 ‘合法性’을 부여하느냐는 문제로 압축되는 것이었습니다. 이에 관하여 유엔총회 결의 제195(III)호는 제2항에서 남북의 2개 ‘정부’ 가운데 대한민국 정부만이 “유일하게” 1947년11월14일자 총회 결의 제112(II)호의 요구조건을 충족시킨 ‘합법정부’라고 판정했습니다. 비록 明文으로 明記하기까지 하지는 않았지만 총회 결의 제193(III)호는 제2항을 통하여 북한 땅에 출현한 ‘조선민주주의인민공화국 정부’는 ‘合法性’을 缺如한 ‘비합법 정권’이라고 간주하고 있음을 분명히 한 것이었습니다.

유엔총회 결의 제195(III)호에는 제2항 외에도 대한민국 정부를 “한반도의 유일합법정부”로 인정하는 유엔총회의 입장을 확인해 주는 표현들이 더 담겨져 있습니다. 우선, 동 결의는 제4항에서 1947년11월14일자 총회 결의 제112-II호에 입각하여 “한반도 통일을 실현”하고 “주민들의 자유롭게 표시된 의지에 입각한 代議制 정부의 지속적 발전”을 지원하기 위하여 6개국으로 구성되는 새로운 ‘한국위원회’를 설치하여 ‘임시한국위원단’의 未完의 임무와 기능을 승계하게 하면서 그 前提로써 “본 결의에 명시된 대한민국 정부의 지위를 念頭에 둘 것”(“having in mind the status of the Government of Korea as herein defined”)을 요구하고 있습니다. 또한 동 결의 제9항에서는 모든 ‘회원국’과 ‘비회원국’들이 향후 대한민국과 관계를 설정할 때는 “본 결의 제2항에 명시된 사실들을 고려할 것”(“take into consideration the facts set out in paragraph 2 of the present resolution”)을 권고하고 있습니다. “대한민국 정부만을 한반도의 유일한 합법정부로 相對하라”는 것이었습니다.

따라서, 이 같은 유엔총회 결의 제195(III)호의 文面은 중▪고등학교 國史 교과서에 “유엔이 대한민국 정부를 한반도의 유일한 합법정부로 승인했다”고 記述하는 것이 정확한 것임을 異論의 여지없이 분명하게 해 주고 있습니다. 이 記述에서 중요하게 강조되어야 할 사실은 “한반도의 유일한”이라는 표현이 반드시 明記되어야 한다는 것입니다. 왜냐 하면 유엔총회는 이 표현을 통하여 南의 대한민국 정부와 北의 ‘조선민주주의인민공화국’ 정부를 ‘합법정부’와 ‘비합법정부’로 분명하게 구별하여 차별화하고 있었기 때문입니다.

國史 교과서에서 남북의 두 ‘정부’의 합법성을 차별화하여 記述하는 것은 대단히 중요합니다. 왜냐 하면, 학생들이 이 같은 역사적 사실을 교과서를 통하여 정확하게 공부함으로써 대한민국 정부가 유엔에 의하여 인정된 한반도 상의 ‘유일 합법정부’임에 반하여 북한 정권은 胎生的인 ‘비합법 정부’라는 사실을 인식하고 그 바탕 위에서 건전한 국가관과 애국심을 함양할 수 있게 될 것이고 소위 ‘修正主義 史觀’을 앞세워 대한민국의 국가정통성을 끊임없이 헐뜯고 훼손함으로써 청소년들의 국가관을 誤導해 온 從北▪反韓▪左翼 세력의 책동을 분쇄할 수 있게 될 것이기 때문입니다.

대한민국은 대한민국이 한반도 전역에 대하여 ‘대표성’을 갖는다는 입장을 견지하고 있습니다. 그러나, 그 논거는 유엔총회 결의 제195(III)호가 아니라 “대한민국의 영토는 한반도와 그 부석 島嶼로 한다”고 되어 있는 대한민국 헌법 제3조입니다. 그런데, 이익주 교수를 비롯하여 그와 입장을 함께 하는 反韓▪從北▪左翼 세력은 이 같은 명백한 사실을 錯覺했거나, 아니면 유엔총회 결의 제195(III)의 英語 原文을 誤譯한 나머지 한반도 全域에 대한 ‘대표성’ 문제와 결부시켜서 “한반도의 유일 합법정부”라는 대한민국의 법적 지위에 관한 교과서 집필지침을 是非하고 나서는 失手를 저지르고 있는 것입니다.

존경하는 이태진 위원장님,

아마도, 이 나라의 反韓▪從北▪左翼 세력은 고등학교 國史 교과서 집필지침에서도 ‘자유민주주의’라는 표현을 ‘민주주의’라는 표현으로 還元시킬 것을 집요하게 주장할 것이 틀림없습니다. 이들은 ‘자유민주주의’가 “독재를 정당화하고 반공주의와 같은 의미로 통용되는 용어”라고 强辯하고 있습니다. 그러나, 이들의 이 같은 주장은 터무니없는 妄發입니다.

이 문제와 관련하여 우리나라 現代史를 공부하는 학생들이 가장 먼저 인식해야 할 사실이 있습니다. 1948년 南에는 대한민국 정부라는 ‘유일합법정부’가 수립되고 北에 ‘조선민주주의인민공화국’ 정부라는 ‘비합법정부’가 출현했을 때 南北은 각기 정반대의 선택을 했다는 사실입니다. 南은 정치적으로 ‘자유민주주의’, 경제적으로 ‘자본주의 시장경제’, 그리고 이와 함께 ‘개방’과 ‘국제화’ 및 ‘경쟁사회’를 선택한 반면 北은 정치적으로 ‘공산주의 독재’, 경제적으로 ‘사회주의 계획경제’, 그리고 이와 함께 ‘폐쇄’와 ‘고립화’ 및 ‘명령사회’를 선택했던 것입니다. 이 같은 정반대의 선택 가운데 어느 쪽 선택이 올바른 것이었느냐는 의문에 대한 해답은 重言復言할 필요가 없습니다. 역사가 말해 주고 있기 때문입니다.

그런데, 문제가 있습니다. 그것은 북한을 포함한 공산주의 세력도 ‘민주주의’를 표방하고 있다는 것입니다. 북한의 ‘사회주의 헌법’과 국가 위에 군림하는 ‘조선노동당’의 규약은 북한이 “민주주의의 승리를 위하여 투쟁한다”고 喧傳하면서 ‘인민민주주의’를 표방하고 있음을 보여주고 있습니다. 북한이 표방하는 ‘인민민주주의’는 물론 공산주의를 扮飾한 것입니다. 그러나, 공산주의자들이 ‘인민민주주의’라는 이름의 민주주의로 스스로를 包裝함에 따라 대한민국 사회에서는 많은 混線이 초래되었습니다. 진정한 민주주의와 공산주의자들의 似而非 민주주의를 구별하여 차별화해야 할 절대적 필요가 생긴 것입니다.

‘자유민주주의’는 바로 이 같은 필요에 따라 진정한 민주주의를 표현하기 위하여 등장한 용어입니다. 국제적으로 定評이 있는 사전들은 ‘자유민주주의’(Liberal Democracy)에 대하여 “代議制 민주주의의 일반적 類型으로 자유롭고 공정한 선거를 통하여 정부를 수립하고 모든 정치적 과정은 경쟁적이며 개인의 자유와 소수파의 권리 및 언론과 집회 및 신앙의 자유와 사유재산 및 사생활에 대한 권리가 헌법에 의하여 보장되고 법 앞에 萬人이 평등하고 法治가 존중되는 정치체제”로 정의하고 있습니다.

대한민국 헌법에서는 ‘자유민주적 기본질서’라는 표현으로 자유민주주의 정치체제를 담아내고 있습니다. 일부 左翼 論客들이 지적하는 대로 ‘자유민주적 기본질서’라는 표현이 1961년 5.16 군사정변 이후의 改正을 통해 우리 헌법에 등장한 것은 사실입니다. 그것은 1948년 국가분단 이후 似而非 민주주의를 앞세운 북한의 南쪽 사회에 대한 僞裝 정치공세 때문에 국론이 크게 교란된 나머지 1960년 4.19 학생의거 이후 대한민국 사회가 격심한 이념적 혼돈 상태에 陷沒되었기 때문에 이에 효과적으로 대응하기 위한 노력의 일환으로 1962년 헌법개정 때 ‘자유민주적 기본질서’라는 표현으로 자유민주주의가 국가의 기본이념임을 천명하게 되었던 것입니다.

따라서, 중▪고등학교 國史 교과서에서 대한민국의 現代史를 기술함에 있어서 국가이념의 기둥으로 ‘자유민주주의’를 浮刻시키는 것은 당연한 것임에 의문의 여지가 없습니다. 그러나, 대한민국의 ‘자유민주주의’ 정치체제의 발전이 많은 挑戰과 試鍊을 겪은 것이 사실이지만 중학교 國史 교과서 집필지침에서 “장기집권에 의한 독재화”만을 그 원인으로 제시한 것은 매우 불충분하여 고등학교 교과서 집필지침에서는 이에 관한 적절한 是正이 이루어지는 것이 필요합니다. 즉, 이 대목을 “무력과 폭력 및 思想戰을 통한 북한의 지속적인 안보위협에 대처하는 과정에서 派生된 독재의 등장과 독재정권의 장기집권으로 인하여 자유민주주의가 試鍊을 겪었다”라고 修正, 補完하는 것이 옳다고 생각되는 것입니다.

“4.19 혁명 이후 현재에 이르기 까지 자유민주적 기본질서의 발전과정을...”이라는 대목에서 “자유민주적 기본질서의 발전 과정”은 原案의 “자유민주주의의 발전과정”을 그렇게 수정한 것입니다. 그러나, 표현은 어찌 하던지, 이 대목에 등장하는 ‘자유민주적 기본질서’는 곧 ‘자유민주주의’를 의미한다는 인식이 중요합니다. 이 표현을, 혹시라도, ‘독재’에 대한 반대 개념으로 축소하여 인식하는 것은 부당합니다. 그와는 달리 이 표현은 앞에 언급된 사전적 의미의 ‘자유민주주의’의 ‘발전’을 뜻하는 것으로 해석하는 인식을 모든 교과서 집필자들이 共有하게 하는 것이 긴요한 것입니다.

존경하는 이태진 위원장님,

두 말 할 필요도 없이 우리의 자라나는 청소년들이 國史 교육을 통하여 특히 現代史를 정확하게, 그리고 올바르게, 공부하는 것은 앞으로 대한민국의 국가적 未來는 물론 필연적으로 머지않아 到來할 통일에 올바르게 대비할 수 있느냐의 여부를 좌우하게 될 것입니다. 이번에 고등학교로 이어지는 國史 교과서 집필지침을 올바르게 작성하느냐의 여부는 그만큼 중차대한 의미를 갖고 있습니다. 모쪼록 이 위원장님께서 이배용 선생님과 함께 이 문제가 올바르게 처리될 수 있도록 지도력을 발휘해 주시기를 간절히 바라 마지 않습니다.

A
Inasmuch as the Korean question which is before the General Assembly is primarily a matter for the Korean people itself and concerns its freedom and independence, and

Recognizing that this question cannot be correctly and fairly resolved without the participation of representatives of the indigenous population,

The General Assembly

1. Resolves that elected representatives of the Korean people be invited to take part in the consideration of the question;

2. Further resolves that in order to facilitate and expedite such participation and to observe that the Korean representatives are in fact duly elected by the Korean people and not mere appointees by military authorities in Korea, there be forthwith establisehed a United Nations Temporary Commission on Korea, to be present in Korea, with right to travel, observe and consult throughout Korea.

B
The General Assembly,

Recognizing that the urgent and rightful claims to independence of the people of Korea;

Believing that the national independence of Korea should be re-established and all occupying forces then withdrawn at the earliest practicable date;

Recalling its previous conclusion that the freedom and independence of the Korean people cannot be correctly or fairly resolved without the participation of representatives of the Korean people, and its decision to establish a United Nations Temporary Commission on Korea (hereinafter called the 'Commission') for the purpose of facilitating and expediting such participation by elected representatives of the Korean people,

1. Decides that the Commission shall consist of representatives of Australia, Canada, China, El Salvador, France, India, Philippines, Syria, Ukrainian Soviet Republic;

2. Recommends that the elections be hle not later than 31 March 1948 on the basis of adult suffrage and by secret ballot to choose representatives with whom the Commission mayt consult regarding the prompt attainment of the freedom and independence of Korean people and which representatives, constituting a National Assembly, may establish a National Government of Korea. The number of representatives from each voting area or zone should be proportionate to the population, and the elections should be under the observation of the Commission;

3. further recommends that as soon as possible after the election, the National Assembly should convene and form a National Goverment and notify the Commission of its formation;

4. Further recommends that immediately upon the establishment of a National Government, that Government should, in consultation with the Commission: (a) constitute its own national security forces and dissolve all military or semi-military formations not included therein: (b) take over the functions of government from the military commands and civilian authorities north and south of Korea, and (c) arrange with the occupying Powers for the complete withdrawal from Korea of their armed forces as early as practicable and if possilbe within ninety days;

5. Resolves that the Commission shall facilitate and expedite the fulfillment of the foregoing programme for the attainment of the national independence of Korea and withdrawal of occupying forces, taking into account its observations and consultations in Korea. The Commission shall report, with its conclusions, to the General Assembly and may consult with the Interim Committee (if one be established) with respect to the application of this resolution in the light of developments;

6. Calls upon the Member States concerned to afford every assistance and facility to the Commission in the fulfillment of its responsibilities;

7. Calls upon all Members of the United Nations to refrain from interfering in the affairs of the Korean people during the interim period preparatory to the establishment of Korean independence, except in pursuance of the decisions of the General Assembly; and thereafter, to refrain completely from any and all acts derogatory to the independence and sovereign쇼 of Korea

UNGA Resolution 195 (III): The Problem of the Independence of Korea

The General Assembly

Having regard to its resolution 112 (II) of 14 November 1947 concerning the problem of the independence of Korea,

Having considered the report of the United Nations Temporary Commission on Korea(hereinafter referred to as the "Temporary Commission"), and the report of the Interim Committee of the General Assembly regarding its consultation with the Temporary Commission,

Mindful of the fact that, due to difficulties referred to in the report of the Temporary Commission, the objectives set forth in the resolution of 14 November 1947 have not been fully accomplished, and in particular that unification of Korea has not yet been achieved,

1. Approves the conclusions of the reports of the Temporary Commission;

2. Declares that there has bee established a lawful government (the Government of te Republic of Korea) having effective control and jurisdiction over that part of Korea where the Temporary Commission was able to observe and consult and in which the great majority of the people of all Korea reside; that this Government is based on elections which were a valid expression of the free will of the electorate of that part of Korea and which were observed by the Temporary Commission; and that this is the only such Government in Korea;

3. Recommends that the occupying powers should withdraw their occupation forces from Korea as early as practicable;

4. Resolves that, as a means to the full accomplishment of the objectives set forth in the resolution of 14 November 1947, a Commission on Korea consisting of Australia,, China, El Salvador, France, India, the Philippines and Syria, shall be established to continue the work of the Temporary Commission and carry out the provisions of the present resolution, having in mind the status of the Government of Korea as herein defined, and in particular to :

(a) Lend its good offices to bring about the unification of Korea and the integration of all Korean security forces in accordance with the principles laid down by the General Assembly in the resolution of 14 November 1947;
(b) seek to facilitate the removal of barriers to economic, social and other friendly intercourse caused by the division of Korea;
(c ) Be available for observation and consultation in the further development of representative government based on the freely-expressed will of the people;
(d) Observe the actual withdrawal of the occupying forces and certify the fact of withdrawal when such has occurred; and for this purpose, if it so desires, request the assistance of military experts of the two occupying powers;

5. Decides that the Commission:

(a) Shall, within thirty days of the adoption of the present resolution, proceed to Korea, where it shall maintain its seat;
(b) shall be regarded as having superseded the Temporary Commission established by the resolution of 14 November 1947;
(c) Is authorized to travel, consult and observe throughout Korea;
(d) Shall determine its own procedures;
(e) May consult with the Interim Committee with respect to the discharge of its duties in the light of developments and within the terms of the present resolution;
(f) Shall render a report to the next regular session of the General Assembly and to any prior special session which might be called to consider the subject-matter of the present resolution, and shall render such interim reports as it may deem appropriate to the Secretary-General for distribution to Members;

6. Requests that the Secretary-General shall provide the Commission with adequate staff and facilities, including technical advisers as required; and authorizes the Secretary-General to pay the expenses and per diem of a representative and an alternate from each of the state members of the Commission;

7. Calls upon the Member States concerned, the Government of the Republic of Korea, and all Koreans to afford every assistance and facility to the Commission in the fulfillment of its responsibilities;

8. Calls upon Member States to refrain from any acts derogatory to the results achieved and to be achieved by the United Nations in bringing about the complete independence and unity of Korea;

9. Recommends that Member States and other nations, in establishing their relations with the Government of the Republic of Korea, take into consideration the facts set out in paragraph 2 of the present resolution,
