중국 정부가 자국 내 탈북민에 대한 문제 제기를 자제할 것을 수차례 요구했다고 유엔 북한인권특별보고관이 밝혔습니다. 또 신종 코로나바이러스 감염증 대유행 이후 국제사회에서 북한이 매우 심각하게 고립됐다고 지적했습니다. 김영교 기자가 취재했습니다.

토마스 오헤아 퀸타나 유엔 북한인권특별보고관은 26일 그동안 중국 정부로부터 자국 내 탈북민 실태에 대한 문제 제기를 자제해 달라는 요구를 수차례 받았다고 밝혔습니다.

퀸타나 특별보고관은 이날 워싱턴의 민간단체인 북한인권위원회(HRNK)가 주최한 간담회에서 중국과 흥미로운 관계를 유지하고 있다면서 이같이 말했습니다.

[녹취: 퀸타나 보고관] “We have a, I could say, interesting relation with the Chinese. Several times, they asked me to basically and I use their words – to refrain from speaking about the issue of escapees in China. Several times. Of course, I listen to that, but I still comply with what I believe.”

하지만 자신은 자신이 믿는 바에 따라 행동했다고 퀸타나 보고관은 말했습니다.

실제로 퀸타나 보고관은 지난 7월에도 유엔난민협약 70주년을 맞아 중국 내 탈북 난민 상황에 관한 VOA의 논평 요청에, 중국 정부에 유엔 난민협약에 따른 의무 준수와 탈북민 강제 북송 중단을 촉구했습니다.

퀸타나 보고관은 자신의 관할권이 중국까지 미칠 수 있느냐는 의문과 관련해, 2016년 특별보고관 임기를 시작한 이후 이 문제를 검토해 왔다며 자신은 중국 내 탈북민 문제가 자신의 관할권 안에 있다고 생각한다고 말했습니다.

[녹취: 퀸타나 보고관] “That might even require opinion from the International Court of Justice, about what will be the jurisdiction covered by a country mandate, in respect to proven to be committed overseas. But what I do in any case is I do look into those issues, and I definitely have been since I started the mandate. I think it cover, my mandate covers those situations.”

퀸타나 보고관은 국제사회 내에서 북한의 고립이 예전에 볼 수 없었을 정도로 매우 심각하다고 지적했습니다.

그러면서, 코로나바이러스 상황이 북한 정권 내 강경파에게 유리하게 작용하고 있는 것으로 보인다고 말했습니다.

[녹취: 퀸타나 보고관] “The level of isolation of North Korea at this point, I think we have never seen this before. At this point, extremely, extremely serious isolation. And the fact that the pandemic, the COVID-19 pandemic seems to be playing in favor of maybe some hardliners in Pyongyang, reaffirming the idea of self-reliance, Juche idea, that we can just you know, rely on our thoughts just maybe open up a little bit of trade with China to keep our population not to start. But it is like that – we are fine with consequences from COVID-19 pandemic. That is concerning.”

중국과 무역을 조금 할 정도로만 국경을 열어 주민들을 통제하고 있다는 겁니다.

그러면서 북한이 이런 코로나 대유행 상황에서도 잘 버티고 있다는 대내외 메시지를 내보내고 있다며, 이는 우려스러운 일이라고 말했습니다.

퀸타나 보고관은 이른바 ‘사회주의 체제’가 북한에서 이미 완전히 실패했다며, 이에 따라 북한 주민들이 생계에 어려움을 겪고 있다고 말했습니다.

[녹취: 퀸타나 보고관] “This so-called socialist system, we all know, that has failed completely North Korea, so people had to struggle for their livelihoods, everyday. So you get into other activities, you try to survive but at the same time, the element of oppression and violence of the system prevails. That has not gone.”

북한 주민들은 생존을 위해 다른 활동들을 해야 하는데, 아직도 건재한 북한의 억압과 폭력 체계가 이를 가로막고 있다는 겁니다.

퀸타나 보고관은 북한 주민들이 딜레마에 직면해 있다며, 살아남기 위해 필요한 일을 해야 하지만 이는 정권이 완전히 허락한 일이 아니기 때문에 가끔 실수를 할 수도 있다고말했습니다.

[녹취: 퀸타나 보고관] “So you are in a dilemma, because if you want to do what is necessary to survive which is not completely allowed by the regime, you may sometimes make a mistake. And then you definitely, immediately fear political oppression, persecution and the worst thing which is being sent to the Gulag.”

북한 주민들은 즉각적인 정치적인 탄압과 박해를 두려워하고 있으며,최악의 경우는 정치범 수용소로 보내지는 것이라고 퀸타나 보고관은 말했습니다.

퀸타나 보고관은 또 유엔이 인권 문제 제기를 하면서 ‘이중 기준’을 적용하고 있다는 북한의 비난과 관련해, 이는 사실이 아니라고 강조했습니다.

[녹취: 퀸타나 보고관] “Why is that other countries not have country-specific resolutions and nobody’s talking about the human rights records of other countries? Well, that’s not true. You come into the treaty bodies, you discuss the human rights situation for other countries, youll be able to discuss the situation for other countries.”

인권 관련 조약을 맺으면 다른 나라의 인권 상황에 대해서도 논의할 수 있다는 겁니다.

지난 2016년 유엔 인권이사회 결의를 통해 임명된 퀸타나 보고관은 내년 상반기에 6년 간의 활동을 마치고 물러나며, 인권이사회는 내년 6월 정기이사회에서 후임자를 선출할 예정입니다.
