Far Away from the Truth ?The Awaited Reaction of North Korea
Special Contribution
By Dr. Park Tae-Woo
South Korea's Park Geun-Hye (left) meets with the late North Korean leader Kim Jong-Il in Pyeongyang, North Korea in May of 2002..

Ever Since President Park Geun-Hye asserted that the unification of the two Koreas would be a Bonanza for Korea, some Koreans have been dreaming of a unified Korea as a necessity for the future prosperity of the Koreans. On the contrary, I am rather pessimistic about the rosy picture painted by the president.

Among practical steps to improve bilateral ties, the Park Geun-Hye administration proposed a series of new projects such as building a railway from Seoul into North Korean territory this summer in the shape of an X.

Actually, opening cultural centers in Seoul and Pyongyang at the same time to hold inter-Korean events is a good idea to mark the 70th anniversary of Korea뭩 liberation from Japanese colonial yoke.

And drafting a law to prepare the legal procedures for the peaceful unification could be one possible area for us to prepare while other proposals are beyond our control, depending on the intent of the Kim family in North.

Superficially, the image of the current government in the eyes of the general public on the issue of North Korean policy, looks good, and a favorable response is expected if we scrap he "5.24 Measures," and promise to resume the Mt. Kumgang Tourism project. The 70th anniversary of liberation probably will pave the way for reconciling the adversarial mode of the two Koreas.

Thereversion togood rhetoric toward North Korea from Seoul has often been politically exploited by North Korea's strategy, and at the same time, to some measure, it was also used by South Korea's domestic political calculation by the concerned political factions in the ruling camp.

The ball is in North Korea's court. Dismantling nuclear weapons could be a good starting line for practically pushing those projects to help North Korea to develop itseconomy, thus improving basic living conditions for North Koreans.

The sad truth is that North Korea may lie to the outside world once again to solve the deadlocked situation caused by the UN Security Council's Resolutions to restrict trade with North Korea, especially harsher measures regarding financial transactions.

Its recent hacking of Sony Pictures made the US all the more angry, inviting President Obama's prompt response to put North Korea into a tighter corner.

The two-year absence of nuclear testingin North Korea gives slim hope of proper negotiation with outsider world such as the US, and South Korea. Resumption of the Six-Party Talks is lingering in the air. To engage in nuclear discussioncould just lea d to talks about talks about talks without ensuring the long-term goal of dismantling North Korea's nuclear weapons.

Of course, South Korea needs dialogue all the time with North Korea. Even dialogue for dialogue 's sake will be needed at least for the emotional comfort of separated family members. The attitude of strategic patience will be a reasonable approach for the time being toward North Korea.

However, we should admit that its history of provocations and unwillingness to abide by international commitment has created a sharedground of deep mistrust and unpredictability son the part of he international community.

In this context, it is recommended that we had better not expect too much of our proposal to link railroads with North. North Korea has planted such a deep mistrust and we are hardly impressed by their extreme rhetoric!

He is the President of the Blue Politics Institute. He has also served the diplomatic position of Honorary Consul of Timor-Leste in Korea. He is a Editorial Advisor of The Seoul Times.
